Confidential Search - we’re seeking a HR Director, Center of Excellence (COE) to be based in Taipei to oversee the HR teams across Taiwan, Mainland China, and South East Asia. The ideal candidate shall have the experience of leading a HR COE team in Asian countries as well as supervising overall HR activities within a business group/unit as a HR business partner. Fluent English and Mandarin Chinese speaking is required.
 
Responsibilities:
  • Lead the specialized HR Center of Excellence team in Asia and develop policies and practices in critical areas like talent acquisition, learning and development, total rewards, and performance management.
  • Serve as a go-to resource for other HR professionals and business units, offering in-depth expertise, guidance, and support.
  • Develop and implement standardized HR policies and practices across the organization, ensuring consistency and compliance with regulations and internal policies.
  • Work closely with the corporate CHRO/HR Vice President to improve the HR Information System that meets the needs of the company. Continuous improvement and innovation in human resources as it related to improving processes, addressing performance, creating action plans and ensuring proper training and development of employees.
  • Sharing best practices and providing expertise to HR professionals in different regions.
  • Co-creating and co-delivering strategic initiatives in an iterative way, engaging in continuous and relentless improvement.
  • Leveraging technology and data to enhance their operations and provide data-driven insights. Cultivating a culture of continuous learning and knowledge-sharing to stay abreast of emerging trends and opportunities.
 
Requirements:
  • 10-20 years in Human Resources function with experiences of handling a regional HR Center of Excellence (COE) team across multiple countries in Asia. 
  • Manufacturing industry background is highly desired (for example, Semiconductor manufacturing, Electronics or Electrical Manufacturing, Industrial Automation, Chemicals, etc.)
  • Minimum 3 years of managing a multi-functional HR team. Ideal team size: 10-20+  
  • HR Business Partner experience will be a plus.
  • Solid knowledge and hands-on experience with HR Information Systems, labor laws & regulations, and at least two HR functions among payroll/compensations & benefits, recruitment, talent management, training & development.
  • Track records of successfully establishing/leading a high-performance HR COE team, building diverse current and future organizational capability through talent, development and employee experience; taking an active role in developing and mentoring at all levels.
  • Experience of leading outsourced services and working with third party suppliers through contract bid, negotiation, grant and delivery partnerships.
  • Strong interpersonal and communication skills. 
  • Ability and experience of working with people from different sectors and regions. Actively engage with the senior leaders of the company to support strategic decision making.
  • Full working proficiency in English and Mandarin Chinese.
