人資經理

人資經理負責將MSF Taiwan的人力資源及人才策略轉化為具體計畫與日常實務,與各部門主管合作,確保招募、績效管理、學習發展、薪酬福利及員工關係等面向以一致、合規且以人為本的方式落實,同時管理人資行政專員並協調人資營運與辦公室行政,使其符合MSF標準,並透過資料分析支援人資行政協理及管理團隊決策。人資經理在遵循人資行政協理所制定的策略與政策,以及MSF Taiwan的整體策略與年度計畫的前提下規劃並推動相關工作,並負責督導人資行政專員在人力資源與辦公室行政方面的工作表現。

主要工作內容:

  • 將無國界醫生台灣辦公室的整體策略及各部門計畫,轉化為辦公室與OHR團隊的年度人力資源計畫與工作重點,並提供同儕主管專業的人資建議與協助。
  • 督導員工從任用至離職各階段的人力資源作業,確保流程有效率、一致且符合法規,並與財務及相關部門合作,管理關鍵流程及人資行政事務。
  • 依據組織及各部門需求,共同規劃並督導學習與發展計畫的執行,並與Head of OHR & Admin合作,推動人才發展與接班規劃相關流程。
  • 推動符合無國界醫生價值觀的正向、包容且安全的職場文化,並就員工關係議題提供指引與建議,確保各項政策與流程能被公平且一致地適用。
  • 帶領、管理OHR & Admin Officer並規劃其工作發展,釐清其職責、目標與績效期待,同時持續檢視與精進人資流程、工具及工作方式,以提升效率與服務品質。
  • 彙整並分析人資相關數據與報表,以支持管理決策;確保人資實務符合台灣勞動法令、無國界醫生標準及個資保護規範,並參與辦公室或MSF Movement層級的人資相關專案。

資格:

  • 大學以上學歷,主修人力資源管理或相關科系者尤佳。
  • 3至5年人力資源相關工作經驗,具HR 專業領域(如招募、訓練、薪酬等)經驗者佳。
  • 具備多元及跨部門團隊工作之經驗者尤佳。
  • 具備紮實的台灣勞動基準法及相關勞動法規知識,並熟悉一般人資實務操作。
  • 熟悉MS Office電腦應用軟體。
  • 具備良好中英文聽、說、讀、寫能力。
  • 具備優秀的溝通能力與人際互動技巧。
  • 具備良好的傾聽、談判及簡報能力。
  • 能與組織內各層級人員建立並維持良好的合作關係。
  • 高度自我激勵,性格正向,具積極解決問題的態度。
  • 具良好職業道德、高度可信賴性及專業度。
  • 嚴守機密,高度自律。
  • 能同時處理多項任務,妥善排定優先順序,並能在壓力下有效完成工作。

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organization that delivers emergency aid to people affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. Office Human Resources Manager

The Office Human Resources Manager translates MSF Taiwan's HR and people strategy into practical plans and daily practices, support peer managers to ensure recruitment, performance management, learning and development, compensation and benefits, and employee relations are delivered in a consistent, compliant and people-centred way, supervises the OHR & Admin Officer, coordinates HR operations and office administration in line with MSF standards, and provides HR analytics and insights to support decision-making by the Head of OHR & Admin and the Management Team. The OHR Manager operates within the OHR strategy and policies set by the Head of OHR & Admin and within MSF Taiwan's strategic planning and annual plans, and is supported by the OHR & Admin Officer in HR and administrative execution

Major Responsibilities

  • Translate MSF Taiwan's strategic and departmental plans into annual HR plans and priorities for the office and OHR team, and support peer managers by providing HR professional advice and suggestions.
  • Oversee efficient, consistent, and compliant HR operations across the employee lifecycle, supervising key processes and HR administration in collaboration with Finance and relevant functions.
  • Co-design and supervise the implementation of learning and development plans based on organizational and departmental needs, and support talent and succession planning processes in collaboration with the Head of OHR & Admin.
  • Promote a positive, inclusive, and safe workplace culture aligned with MSF's values, and provide guidance on employee relations matters to ensure fair and consistent application of policies and procedures.
  • Lead, coach, and develop the OHR & Admin Officer with clear roles, objectives and performance expectations, while continuously reviewing and improving HR processes, tools, and ways of working to increase efficiency and service quality.
  • Produce and analyze HR metrics and reports to support management decisions, ensure HR practices comply with Taiwan labour laws, MSF standards and data protection requirements, and contribute to HR-related projects at office or movement level.

Requirements

  • University education preferably in human resources management or related discipline
  • 3 to 5 years' relevant experience in HR roles, preferably with exposure to HR specialist responsibilities.
  • Experience working in diversified and cross-functional teams is preferred.
  • Solid knowledge of the Labour Standards Act and relevant labour regulations in Taiwan, as well as common HR practices.
  • Proficiency in MS Office applications
  • Fluent written and spoken English and Mandarin
  • Excellent communication and interpersonal skills
  • Strong active listening, negotiation and presentation skills
  • Ability to build and maintain effective working relationships at all levels of the organization.
  • Highly self-motivated with a positive, can-do attitude.
  • Strong ethics, reliability, and a high level of professionalism.
  • Strictly observes confidentiality and demonstrates strong self-discipline.
  • Able to manage multiple tasks, set priorities, and work effectively under pressure.
