Project Overview
The Taichung LNG terminal extension Phase 3 is located nearby the existing terminal on the land of previous W11 & W12 Docks at Taichung Harbor nearby 2nd Jetty of Taichung Plant with area of about 20.2 hectares.

The scope of work (SOW) includes the design, engineering, procurement, fabrication, construction, and testing of ,000 M3 Full Containment LNG Storage Tanks including related soils improvement and piles for the LNG tanks foundation.

Job Summary
I n this role, you will be responsible for estimating, analysis and control activities for projects with significant non-routine requirements or for cost activities which require a high degree of technical skill. You will prepare cost studies, review cost trends, and develop and implement project requirements for cost control. Your detailed analysis will provide innovative solutions to cost engineering challenges.

Major Responsibilities

• Responsible for cost estimating, analysis, and control activities for projects with significant non-routine requirements or for cost activities which require a high degree of technical skill
• Analyzes to provide innovative solutions to cost engineering challenges
• Develops and implements project requirements for cost control in accordance with established Bechtel and client contractual requirements, objectives, and procedures
• Ensures work is completed as scheduled, supporting project organizational and administrative activities
• Prepares cost studies using historical data, statistical analysis, and cost and quantity comparisons
• Reviews identified cost trends for cost effectiveness and suggesting alternatives when appropriate
• Maintains open communications with other organizations to support cost engineering analysis and control activities

Education And Experience Requirements

• Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience

Required Knowledge, Skills, And Abilities

• Strong project controls experience in cost engineering.
• Demonstrated ability to work independently on complex project controls issues.
• Advanced interpersonal, teamwork, creative solution, and problem solving skills.
• Excellent verbal and written communication skills.
• Experience in directing project cost engineering, including cost control and analysis, cost reporting, incurred cost assessment and conducting meetings.
• Experience in establishing criteria for Project Controls cost activities and in cost and commitment and incurred cost analysis and management.
• Knowledge in engineering, procurement, contracts, construction, and start-up work processes.
• Experience in financial reporting.

Additional Information

• Chinese language skills preferred, but English language skills are acceptable.
• Experience in applications such as Hyperion and EcoSys preferred.
• LNG Tanks experience preferred, but Energy industry experience is acceptable
